4/7/19 – The Sun Lakes Charitable Trust, funded largely by well meaning, but somewhat naive Sun Lakes residents, has not filed a tax return since 2016. Now the Attorney General is getting ready to shut down the delinquent organization, and has prohibited them from “soliciting or disbursing charitable funds”.

There is every indication that Sun Lakes notorious kingpin and master scammer George Moyer controls the organization from behind the scenes – by having his wife Sandra serve as President (2015/16).

The Trust has since avoided publishing any of the required information, but knowing how the Moyers operate, we can pretty much guarantee that they either remain in control directly, or do so via straw men. Needless to say, it has long been an open secret that you cannot get funding from the Trust, unless you are on the good side of the Moyers.

So, does the Sun Lakes Trust’s money really go to noble causes? Or are there indications that the donors may be getting scammed? You may be surprised about the answer.

RECORD GAZETTE REPORTER PAID OFF WITH CHARITY MONEY IN EXCHANGE FOR POSITIVE PRESS COVERAGE?

Record Gazette reporter David Heiss is running a bogus “charity”, pretentiously named “San Gorgonio Education Foundation” .

Heiss’ organization is not registered with the Attorney General (view), which means it is prohibited by law from soliciting or receiving charitable donations in the State of California. However, 2016 filings of the Sun Lakes Charitable Trust show a $2,000 donation going to Heiss’ bogus charity, (see pg. 9 of Sun Lakes filings).

Whenever Heiss praises his charity in the Record Gazette, he regularly omits the fact that he is the one running it. Instead, Heiss makes it sound like it is someone else’s. That, in and by itself, is dishonest and highly suspicious (see this example here).

Why would Moyer give charity funds to a reporter’s bogus charity? It appears this may be a way to pay off Heiss in exchange for positive press coverage.

It is a fact that Heiss has never written even one critical word about either of the Moyers, has largely suppressed full coverage of the 2016 and 2018 Grand Jury reports which implicated Moyer’s crony Art Welch for backdoor deals, and instead has regularly endorsed both of them for city council.

All of the above also serves as an explanation why the Record Gazette has been silent on the recent Attorney General’s action against the Sun Lakes Charitable Trust. As always, just follow the money….

THE ENDLESS LIST OF PARASITIC “CHARITIES” SUPPORTED BY THE SUN LAKES CHARITABLE TRUST

The list of non-existing, delinquent, suspended, unregistered or otherwise parasitic “charities” funded by the Sun Lakes Charitable Trust is nothing short of mind boggling.

Here are some examples of bogus 2016 donations made by the Sun Lakes Charitable Trust:

 

• “Friends of Banning Library” – $2,000 – not registered (view)

 

• “The Unforgettables Foundation” – $2,000 – delinquent (view)

 

• “House of Decision” – $ 6,000 – no such charity on file with AG nor with IRS – but we do know recipient operates his bogus “charity” without permit in a residential area

 

• “The A R C” – $2,000 – no such charity on file with AG nor with IRS

 

• “Pass Job Connection” – $1,000 – not registered at time of donation, run by George Moyer protege Mary Hamlin

 

• “Pass Area Supporting Soldiers” – $1,000 – delinquent (view) – run by former councilwoman Debbie Franklin – see previous story

 

• “Holiday Wish” – $ 1,000 – (2012) – was delinquent over many years – subject to FBI probe – run by former councilwoman Debbie Franklin

 

• “Table of Plenty” – $4,000 – delinquent – (view) – run by charity fraudsters James C. Smith and Art Welch – who both founded the organization using a donor list stolen from a competing charity, Carol’s Kitchen (for details see forensic audit and Attorney General Settlement). This charity has no office or physical location

 

• “Tender Loving Animal Rescue” – $ 2,000 – delinquent since 2011 (view)

 

• “Banning Cultural Alliance” (now named “Cultural Alliance of the Pass”) – $3,000 – delinquent  (view)  – best known for ripping off the citizens of Banning to the tune of $1.4 million , previously subject to Grand Jury investigation, (also see previous article)

 

• Boys & Girls Clubs of the San Gorgonio Pass – $1,000 – current registration, but founder Amy Herr uses the charity to pay herself an obscene $80,586 annual salary. Yes, you read that right : Eightythousandfivehundredandeightysixdollars of YOUR money going into this beauty’s pockets –  year in and year out.  Don’t believe it?  see IRS filing here, pg. 8

SUN LAKES RESIDENTS : BE SMART – DO NOT DONATE TO THE SUN LAKES CHARITABLE TRUST!

The above list of charitable abuses should make it clear to anyone : DO NOT DONATE TO THE MOYER CONTROLLED SUN LAKES CHARITABLE TRUST. It is against the law for them to solicit your money.

A MESSAGE TO CHIEF HAMNER : TIME TO CALL IN THE FBI

If Banning’s new Police Chief Matthew Hamner is really as good as advertised, he will realize that Banning is infested with countless charity scammers, to the point that it has now become an epidemic. Charity fraud is no laughing matter, and neither is its annual repetition, resulting in serial fraud on well meaning donors, a condition which appears to meet the definition of racketeering, a Federal crime.

Chief Hamner, do you have the guts to arrest suspected charity scammers like George Moyer, Art Welch or David Heiss – and all others involved in this racket? If you don’t, it’s time to call in the FBI. The situation can only be described as out of control – it must be dealt with immediately. Banning needs help.

JUST THE TIP OF THE ICEBERG

This story only exposes the proverbial tip of the iceberg. The reader may note that significant past events, for example the $300,000+ Carol’s Kitchen fraud scandal, deeply involving Mayor Art Welch and his good-ole-boy cronies, are not even covered here.

A forensic audit had exposed the use of charitable funds to pay child support on behalf of Welch’s crony and Banning “Citizen of the Year”, Johnny Russo, using the charity’s funds for the purchase of a vehicle that did not exist, charging the charity for gardening equipment despite having no physical location, using charity credit cards for personal expenses, and even stealing Carol’s Kitchen’s donor list once the scam was uncovered (view forensic audit), in order to start a competing organization, Table of Plenty. And yes, this is the same Table of Plenty that annually receives thousands from the Sun Lakes Charitable Trust.

CONCLUSION

And once again, George Moyer is at the heart of yet another Banning corruption scandal.

So be careful folks – and don’t trust the Moyers – they are at the heart of this scandal by having control over the Sun Lakes Charitable Trust. There is a good reason why the Attorney General is threatening to shut them down and has prohibited them from collecting any more money.

After all, this is Banning – a rat infested, lawless city, where charity scammers are running wild. Beware.
