6/18/21 –  A few years before becoming Mayor of Banning in 2020, Daniela Andrade worked as a full time security guard at the Val Verde Unified School District (Perris).

Last month, after a 2-year long legal battle, Riverside Superior Court Judge Chad W. Firetag ordered the School District to release a disturbing video. The video shows a 2014 incident in which Daniela Andrade, in uniform and acting in her official capacity, shoves her hand clear into the dress of a female employee, reaching into the victim’s cleavage area in the process.

Several minors were present during the incident, with one of them standing immediately to the right of the victim. VIEWER DISCRETION IS ADVISED.

The victim recalls Andrade saying  “I always wanted to do this”, after which “she put her whole hand down the front of my dress and made an “ummm” sound”.

The victim can be seen initially responding with what appears to be a nervous laugh. She stated that she was “shocked” and caught completely off guard by Andrade’s actions. She said that she was not sure what to do, and was trying to “process what had happened”:

“I was very embarrassed and was worried about what the other women were thinking. As I stood there, Daniela was making “kissing” motions towards me.” She recalled that she had previously observed Andrade kissing another co-worker “on the lips”, and that she was “worried that Daniela may try and kiss” her.

The victim stated that she filed a police report with the Moreno Valley Police Dept. (Riverside Sheriff), signed a “private person arrest form” and indicated her desire to have Andrade prosecuted. (Read full statement of victim here),

Other witnesses to the incident confirmed the account. One recalled that the victim “covered her chest area and was blushing”.

WITNESS TESTIMONY ALSO IMPLICATES ANDRADE FOR REPEATEDLY SLAPPING EMPLOYEE BUTTS

It appears that Andrade’s cleavage grabbing episode was by no means an isolated incident.

Witness testimony reveals that she also repeatedly engaged in slapping employees’ butts: “Daniela slapped me on the backside on two occasions”, said one witness (statement here). “I saw Daniela slapping the backsides of other female employees and was fearful that she may try and begin doing that to me” stated the victim.

In the video an employee can be seen handing Andrade what witnesses say was a sexual harassment pamphlet.

In a letter of October 15, 2014 to Daniela Andrade the School District stated that during an investigative interview 2 weeks earlier, on October 3^rd 2014, Andrade admitted to touching the employee’s breasts and also admitted that those actions were inappropriate (see Statement of Charges).

Based on their findings, the District made the determination that Andrade had violated the District’s Sexual Harassment Policy, despite having received sexual harassment prevention training less than a year prior (View Andrade’s Training Certificate).

VAL VERDE SCHOOL DISTRICT AWARDS ANDRADE $32,000

To add insult to injury, the School District apparently decided it would be best to reward Daniela Andrade for her repulsive behavior, in order to induce her to resign from her position.

Settlement documents confirm that this perverted creep actually collected $32,000 as a “thank you” from the District, in exchange for tendering her resignation (see “Resignation Agreement and General Release”, Sec.2 , b – dated 1/13/2015).

In contrast, there is no indication that the victim ever received any compensation whatsoever for her humiliating experience, neither did any of the students who were forced to witness Andrade’s repulsive act.

It also appears that none of the students who were present during the incident were ever interviewed by the District, despite the fact that one student stood only about 3 feet away.

Notable also, there is nothing in the file that would indicate that the students’ parents were ever notified of the incident. Furthermore, nothing points to this incident ever being made public to all parents, i.e. the general public.

Therefore, there is every indication that the Val Verde Unified School District did their best to sweep the incident under the rug, leaving parents completely in the dark.

ANDRADE MOVES TO BANNING, FILES BANKRUPTCY, BECOMES MAYOR

Following the incident, Andrade moved to Banning, and in 2016 ran unopposed for Banning City council, while her husband Alfredo was simultaneously elected to the Banning School Board.

Subsequently both Daniela and Alfredo filed for bankruptcy in 2018 (see story). About a year later, in December of 2019, Daniela became Mayor of Banning, a position she held until December of last year (2020). This earned her the infamous title of “Banning’s First Bankrupt Mayor”.

Running the city’s affairs with a history of bankruptcy has become the “new normal” for Banning. Take for example Banning’s “king of deadbeats”, City Manager Doug Schulze (2 bankruptcies, 3 foreclosures, 1 IRS lien), or short-fused control freak Mayor George Moyer (1 bankruptcy,1 alleged death threat (view police report).

What these losers have in common is that they all have shown to be unable to run their own finances. So where does that leave Banning? Is it any wonder that the city is constantly maneuvering near the financial abyss?

There is a reason why the city is relentlessly gouging Banning citizens with parasitic scams. Some of these scams include Banning’s obscene electric rates, or the desperate introduction of numerous new tax measures. The city manager’s latest scam is his shameless attempt to over-inflate trash pickup fees: Schulze is currently trying to insert over $10 million in completely made up “fluff” charges, under the disguise of “franchise fees”.

Back to Andrade. The well documented incident at the Val Verde Unified School District now begs the question: Did Andrade also try to satisfy her twisted sexual appetite at Banning City Hall? Did any victims come forward? Any such complaints would have to be followed up on by City manager Doug Schulze.

Critics of Schulze do not trust him – they look at him as biased and anything but forthcoming. During council meetings Schulze frequently presents himself as a vain, vindictive tyrant, who only focuses on protecting himself and those that are in power – at all cost.

BUYING SUPPORT BY ISSUING AWARDS

Once in the position of Mayor, Andrade soon began giving out awards like they were candy. No Mayor in the history of Banning ever issued more ‘Recognition Awards’ to its citizens than Daniela Andrade. This appeared to be Andrade’s way of making herself important, while also buying support within the community.

But knowing what we know today, having received an award issued by this sexual predator is actually an embarrassment. How would you like to show your friends that certificate hanging on your wall?

Any reasonable person will agree that being “honored” by a pervert is no honor at all, but borders on an insult. Therefore, if you or anyone you know has received such an “award” from Mayor Daniela Andrade, please do yourself a favor and return it to the City.

Banning’s current Mayor, Colleen Wallace, can re-issue the award for you. You may say, Wallace is a convicted criminal, violated her probation and was charged with passing counterfeit checks in Cabazon (story), so what’s the difference? Point well taken.

But at least Colleen Wallace is not a pervert. She has more decency than to grab a woman’s chest in public. And that, in and of itself, is a huge accomplishment for an inherently corrupt city like Banning.

CONCLUSION

From what we hear, Daniela Andrade is still meddling in Banning. Not too long ago, sources have spotted her around the Banning Chamber of Commerce.

That should not come as a surprise: for the longest time the organization has been criticized for being much more focused on promoting shady political figures, than on promoting business.

There is a reason why the Chamber is widely considered to function as the ‘sewage treatment plant’ for Banning’s most corrupt swamp creatures. Clearly they have no problem catering to someone as morally and financially bankrupt as Daniela Andrade. This is how they play ….

Watch out, Banning: one day this perverted creep may just decide to run for office yet again. Stay vigilant.
