Banning City Council meeting  June 9, 2015

 

The council approved the State Drought Regulations.  The requirements will be published widely, but the important ones that apply to most residents are listed below:

1. Potable water may not be used for outdoor landscaping  in a manner that  causes run-off from the landscape area.

2. Hoses  used to wash cars must have an automatic  shut-off nozzle.

3.Driveways and sidewalks may not be washed with potable water.

4. Landscape may not be watered with potable water  within 48 hours of any rain.

5.  Landscape can only be watered for even number houses on Monday Wednesday, Friday.   Odd numbered homes can be watered on Tuesday, Thursday and Sunday.  All watering shall occur between sunset and sunrise only.

6.  Penalties for the first violation is  a written notice.

For a second violation occurring within twelve months a surcharge of 25% of the previous month’s bill will be charged. For a third violation a surcharge  of 50% will be added.

Funds from the Office of Justice for $10,742 was approved for the purchase of seven Taser guns. No city funds are required.  These have an expected life of approximately five years.

 Planning Commissioner Siva’s position has been vacated.  Applicants are  needed to fill this position for the remainder of his term of eight months.

The Council approved a claim of $1,468,748 to the Local Transportation Fund to support the Banning transit system. Changes in the routes have been designed to concentrate service in Banning where needed. The route which extends into Beaumont will end at Walmart, and the funds saved from previously going to Beaumont City Hall will be used to help  areas in Banning and Cabazon.  Service through Banning to Monogo casino will be increased from one  trip per hour to every half-hour, and service to the college campus will be extended to 9 p.m., when classes end.  Previously,  service ended at 7 p.m.  A route around Cabazon to permit Cabazon residents to have service  within walking distance was improved.

The Paseo San Gorgonio project requested a six month extension of their design review.

This project has been in review since May 2011, and has had revisions and discussions of its contract with the city since then.  The council directed the city attorney to review the legal  documents with the project attorney, and to emphasize that the contracts call for payment to the city of the land purchase price of $1,020,000 and the start of construction by August 31, 2015.  The council postponed decision on the extension of time for Design Review until the next council meeting.
